Hambleton District Council expands digital footprint with new cloud-optimised software
Civica’s Cx Regulatory Services platform will transform ways of working for the Council and enable citizen self-service
Hambleton District Council has chosen Civica’s Cx Regulatory Services to modernise its Licensing and Environmental Health services. The solution, procured via the government’s G-Cloud framework, will improve citizen self-service and support the Council’s digital services agenda.
The second-largest district in North Yorkshire, Hambleton, covers a population of more than 90,000. As a long-time partner of Civica, the Council has already seen success with its cloud-optimised, Choice Based Lettings, and is also implementing FinancialsLIVE.
Paul Staines, Director of Environment at Hambleton District Council said: “The implementation of Cx Regulatory Services will improve our work practices internally and externally, resulting in a more collaborative, agile and user-centric workforce. As a largely rural district, enabling self-service and remote working will also reduce the need for employees and citizens to travel great distances to resolve standard regulatory enquiries.”
The functionality of Cx Regulatory Services means Council teams can work more quickly and efficiently, using and sharing the most up-to-date information to speed up case resolution. The software streamlines regulatory enforcement of everything from animal welfare to food hygiene and noise complaints. The ability to use the tool remotely will also significantly improve working practices, creating a more productive and flexible council workforce.
The Council also identified an opportunity to improve citizen engagement with the Cx Citizen Portal. The self-service communication portal will support the Council’s move to a more citizen-centric approach, connecting citizens with online services and ultimately delivering faster and improved services.
The platform’s intuitive dashboards will speed up administrative processes, giving employees more time to focus on delivering better services for citizens, such as sourcing funding to improve housing. As well as time savings, Hambleton’s increasing presence in the cloud will reduce the Council’s legacy IT support costs, freeing up much-needed budget.

The implementation of Cx Regulatory Services is part of a Council-wide digital transformation programme, in which Hambleton is looking at cloud-based solutions to help make its IT systems more efficient and accessible. Over the coming months, Civica will be working closely with the Council to introduce the new software and train employees on using the system.
Civica provides regulatory services software for more than 200 public sector organisations across the UK. This continues strong momentum for Civica with its Cx digital platform, with other recent contract awards with Peterborough City Council, Rugby Borough Council, Durham County Council and Redcar & Cleveland Borough Council.
